Winchester Superintendent Discusses High School Feasibility Study

Winchester, MA — Speaking at the Board of Selectmen’s meeting Monday, School Superintendent William McAlduff outlined a rough timetable for rebuilding or renovating Winchester High School.
The superintendent said it probably would be late 2013 before a funding request related to the project would reach Town Meeting.

“The process won’t be completed in a few months,” he said. “We very much want this to be a process with maximum town and individual feedback.”

Town Meeting members approved $1.3 million for a high school feasibility study at the November 2010 Town Meeting. The study began earlier this year and will proceed through the end of the school year.

McAlduff said the administration has already begun advertising for the designers, and that there have been about 15 responses so far. He said that on Jan. 10, the Massachusetts School Building Authority’s Designer Selection Panel would meet and discuss the responses.

At that point, McAlduff said, the DSP could either make a selection or invite a few of the bidders back for interviews. Ultimately, he said a designer could be selected around February and a contract could be negotiated by March.

Once the designer is selected, the designer would review the current site and develop a few renovation or new construction options that would meet the school’s needs. Then, there would be a period of time allotted for feedback. McAlduff said the administration could settle on a specific option by December 2012 and seek MSBA approval in early 2013.

Once that approval is received, there would be another design phase of about six months, and the finalized project would be submitted to the MSBA once again for approval. Then, Town Meeting would need to vote to approve construction funding within 120 days.
